Italy - For 5G the emission limits must be uniform to those of the EU

In Italy the values for electromagnetic emissions from cellular networks are ten times lower than those established by Europe, and this, according to the association of TLC operators, could slow down the development of 5G. But a letter comes from the doctors to Di Maio

The threshold for electromagnetic emissions in Italy is likely to be penalized for the development of 5G : Asstel president Pietro Guindani emphasizes this during a chamber hearing. "In Europe - he said - the maximum power density is 10 watts per square meter, in Italy it is 0.1 watts per square meter: there is therefore a limit a hundred times more stringent".

"This represents a strong historical penalization which has led to the multiplication of the base radio stations and that in perspective for the 5G will entail further penalties" explained the president of Asstel in front of the Transport and Communications Commission.

Guindani then focused on aligning the conditions of use of frequencies in Italy to those in force in the EU, underlining how “all the scientific evidence available today, including medical evidence, argues in favor of the correctness of the thresholds recommended by the international organized scientific community in the ICNIRP (International Commission on Non-Ionizing Radiation Protection), a Commission recognized by the World Health Organization and the European Union ”.

At the same time it is appropriate to continue, as done by the launch of mobile radio telephony in the 1990s, the deepening of studies and research on electromagnetism, which concerns all radio communication technologies and not just 5G. "To this end Asstel proposes - concluded Guindani - to accompany the necessary regulatory reforms with initiatives aimed at satisfying the needs of clear and exhaustive information coming from public opinion, through the establishment also in Italy of a Commission for monitoring research international scientific on electromagnetism and the launch of information campaigns on how to use mobile phones ".

The president of Asstel also stressed "the need for regulatory updates, starting with measures that allow maximum speed and efficiency in laying fiber cables and in the construction of 5G radio stations". In the same way, "the uniform application of national rules at the local level will be essential, and the provision, with the completion of the Sinfi (the cadastre of the Infrastructures above and below ground), of all the information useful for the planning and realization of the investments by part of the Operators "concluded Guindani.

On the other hand , we note today the position of the Italian Association of Physicians for the Environment ISDEM: “Nobody wants to hinder progress or technological evolution, but everything should be related to a correct balance between our real needs, possible risks and the profit needs of radiotelephony operators ». This was stated by the president of the scientific committee Agostino Di Ciaula, in an open letter addressed to Labor Minister Luigi Di Maio.

On the new 5G technology, "it would have been appropriate - says Di Ciaula - that the administration without the informed consent of 5G had been preceded by a concrete involvement of the bodies appointed to protect the environment and public health (Ministry of Health, National Institute of Health , Ministry of the Environment, ISPRA / ARPA), from the provision of adequate monitoring protocols, from a risk assessment that takes into adequate consideration the available scientific evidence, from a review in a more precautionary sense than the ineffective legislation in force and from the adoption of all the measures needed to reduce exposure, especially to the most vulnerable ”.

And again: "If 5G had been a drug (...) it would not even have passed the preclinical evaluation phase. Instead, thanks to the `experimentation` underway, 5G is already administered to at least 4 million Italians without prior authorization from any ethics committee, without informed consent, without prior assessment of the risks and without - concludes - adequate environmental and health monitoring".
