CEP Comments on Opt-Out Proposed Decisions

Center for Electrosmog Prevention formal Comments filed on 11/10/2014 concerning the Proposed Decisions (PD's) for the CPUC Smart Meter Opt-Out Proceeding (Phase 2). CEP presents a critique pointing out that health and safety, denied as a factor in the proceeding, in the proposed two PD's by the CPUC, is required to be considered; that opt-out fees should be lowered or eliminated; and that Community Opt-outs must be allowed.
