Just inside his single-story home, built of concrete blocks and coated in turquoise paint, Hwang Sang-ki, a 58-year-old Korean taxi driver, sits on a floor mat. He’s clasping a small handbag, once bright white and now dull after years on a shelf. He pulls out a snapshot of 13 smiling young women, all co-workers at Samsung Electronics(005930:KS), off-duty and posing in three rows, each embracing or leaning into the other. The leaves of a tree behind them are turning golden in the autumn chill.
“Here,” says Hwang, pointing to two women in the center of the group. Both had the same job at the same semiconductor factory, on the same line, standing side by side at the same workstation, dipping computer chips into the same vat of chemicals. Both got a particularly aggressive form of the blood cancer known as acute myeloid leukemia. One was his daughter, Yu-mi. In South Korea, only about 3 out of every 100,000 people die of leukemia. “They worked together, and they died,” says Hwang. The snapshot is among a few private memories Hwang keeps of his late daughter.
The story of the two women, and dozens of Samsung workers with leukemia and other rare cancers, is now a very public one in South Korea. In February and March, Koreans could see two movies depicting the seven-year battle led by the Hwangs and other families against Korea’s biggest and most influential corporation.
Another Promise, released in February, tells the story of a thinly veiled Hwang and his daughter, who went to work at a Samsung semiconductor plant in 2003, when she was 18, and died at 22.
Hwang, who has deep smile wrinkles radiating from the sides of his brown eyes and a buzz cut of salt-and-pepper hair, is portrayed by Park Chul-min, a 47-year-old actor with 70 film roles in his career. His character in Another Promise battles with the fictitiously named company Jinsung. The Korea Herald called the movie “a meaningful achievement in Korean cinema, as well as for Korean democracy,” not so much because of its quality but because of how it was made. Without a major studio backer, the director and producer raised almost 15 percent of the $2 million budget from hundreds of individuals via crowdsourcing and more than half from about 100 small investors. It’s the first Korean film produced this way.
Empire of Shame, a documentary, hit theaters on March 6. Three years in the making, it was shot with intimate access to Hwang and other families of Samsung workers. It focuses on the broader movement Hwang launched to illuminate the use of carcinogens in electronics factories, especially semiconductor plants. Since he began, activists have discovered 58 cases of leukemia and other blood-related cancers across several Samsung plants. Samsung declined to discuss specific cases for this article, saying in a statement that it spent about $88 million in 2011 on the maintenance and improvement of its safety-related infrastructure.
“I’m just hoping that you wouldn’t say anything against Samsung,” the executive told Hwang
The main goal for the movement is to wrest compensation for cancer-stricken workers from a Korean government insurance fund. People such as Hwang and the filmmakers are pushing a conversation into mainstream Korean culture about some of the costs of the country’s miraculous economic rise, which happened in large part on the shoulders of Samsung and the rest of the technology industry, global symbols of pride for many Koreans. It’s driving a reexamination of trade-offs in South Korea’s past, when the foundation for today’s prosperity was built by an authoritarian government working hand in hand with domestic corporate partners who were given great power in exchange for rapid growth.


About 20 miles south of Seoul, inside a fenced and secured compound, the Giheung semiconductor factory rises near the wooded shores of a man-made reservoir. The factory is a wide white box sprouting smokestacks and curled tubes from its roof, with Samsung’s familiar blue-and-white logo across its front. Built in 1984, the plant was the leading semiconductor factory in the country at a time when chips accounted for about 80 percent of all revenue at Samsung Electronics. Giheung’s assembly lines were a prestigious place to work.
Many Koreans revere Samsung. In part that’s because its success mirrors their own climb from a war that divided a country, killed millions, and left millions more destitute. In 1961, eight years after the Korean War ended in a stalemate, South Korea’s per capita gross domestic product was $92, less than that of Sudan, Sierra Leone, or the Democratic Republic of Congo. By last year, South Koreans had the world’s 15th-largest economy. Almost 24 percent of GDP came from the revenue of the Samsung Group, a conglomerate made up of dozens of businesses including a life insurance company, a heavy-construction company, the world’s second-biggest shipbuilder, and of course Samsung Electronics.

La maison départementale des personnes handicapées (MDPH) de l’Essonne a accordé fin janvier une aide financière à une personne électrosensible, une première en France, selon le Collectif des électrosensibles de France.

Vivant dans le sud de l’Essonne, Jérôme, 32 ans, a dû cesser son activité professionnelle en 2011 en raison d’une électrohypersensibilité (EHS) contractée au travail [1]. En cause selon lui, un appareil auquel il était, en tant que technicien dans un laboratoire public de recherche en chimie, quotidiennement confronté.
Si le statut de maladie professionnelle lui a été refusé -décision prise malgré l’avis positif d’un expert médical, et qu’il conteste actuellement devant la justice-, Jérôme a eu plus de succès auprès de la MDPH de l’Essonne, structure qui dépend du conseil général.
Pionnier en la matière, ce département a inclus l’EHS dans son schéma de santé pour la période 2013-2018, la reconnaissant de facto comme un handicap, rappelle Sophie Pelletier, coresponsable du Collectif des électrosensibles de France, contactée par le JDLE.
Si la MDPH de l’Essonne a déjà accordé à plusieurs électrosensibles le statut de travailleur handicapé, sa décision, fin janvier, d’accorder une aide financière à Jérôme semble bien une première en France, du moins «à la connaissance» du Collectif des électrosensibles de France, indique Sophie Pelletier.
Une aide pour aménager son domicile
Contacté par le JDLE, Jérôme indique que cette aide lui a été octroyée afin d’aménager son domicile et de se protéger personnellement: il a ainsi pu acheter du matériel de mise à la terre [2], un système de reconnaissance vocale lui permettant de se tenir éloigné de son ordinateur, un baldaquin anti-ondes pour son lit, du tissu anti-ondes pour se couvrir lorsqu’il sort en ville, ainsi que du matériel de mesure –en l’occurrence des antennes pour son détecteur d’ondes.
Discret sur le montant de cette aide, Jérôme indique qu’elle lui permet de couvrir environ 75% de ses besoins de matériel. Elle comprend une aide ponctuelle pour le matériel le plus coûteux, et une aide mensuelle pour celui qu’il faut renouveler, en particulier le tissu anti-ondes dont il couvre ses vêtements et son bonnet. Le tout alloué pour une durée de trois ans.
«Ce qui nous a amenés à cette reconnaissance, c’est le fait que ce dossier était étayé par des témoignages très crédibles du corps médical, ne laissant aucun doute sur la réalité de la maladie», équivalente à un taux d’incapacité de 80%, explique au JDLE le directeur de la MDPH, Olivier Desmazeaud. Selon lui, c’est à ce jour la seule demande d’aide financière que la structure ait traitée pour un électrosensible.
En arrêt maladie depuis 2011, Jérôme espère entreprendre une formation afin de se reconvertir, dans l’objectif de trouver un travail qu’il pourrait effectuer à domicile.

The departmental home of disabled persons ( MDPH ) Essonne granted late January financial assistance to a person electro , a first in France , according to the Collective electro France.

Living in the south of Essonne, Jerome , 32, had to stop his business in 2011 due to EHS (EHS) contracted to work [1] . Involved according to him, a device it was , as a technician in a public research laboratory chemicals, confronted daily .

Contacted by JDLE Jerome indicates that the aid was granted him to develop his home and protect personally : he was able to buy the equipment grounding [2] , a voice recognition system allowing it to stay away from his computer, a canopy anti- waves to his bed, anti- wave cloth to cover when out on the town , as well as measuring equipment , namely antennas for its wave detector .
Discreet on the amount of aid , Jerome says it allows him to cover about 75 % of its equipment . It includes a one-time assistance to the most expensive equipment , and a monthly support for the need to renew , in particular the anti- wave which he covers his clothes and cap tissue. All allocated for a period of three years.
"What brought us to this recognition is the fact that this issue was supported by very credible testimony of the medical profession , leaving no doubt about the reality of the disease," equivalent to a failure rate of 80 % , due to JDLE director of MDPH , Olivier Desmazeaud . According to him, this is so far the only application for financial assistance that the structure is treated for electro .
Since 2011 on sick leave , Jerome hopes to undertake training to retrain , with the aim to find a job he could do at home .

Dear Editor,
My name is Arthur Lake and I live too close to a Bell cell tower at Southcott Pines in Grand Bend. My experience is not encouraging.
A cell tower is a huge investment that completely overwhelms the ability of local residents to resist as an isolated community effort. The amount of money yielded from this investment is considerable and shared enough to persuade those in the community unaware of the health risks to forego normal precautions. People will disregard dangers to young children and newly forming life in order to share in the clear benefits that accrue with a cell tower in one's community. So the problem is intractable. 
There are clear benefits which are immediate and obvious and these are set against the potential losses that are abstract and complex at the very least. The risks are set back in time and are discounted heavily compared with immediate benefits. No less real, the damage over time to individuals from cell towers does exist and has been measured statistically.
As a trained statistician and econometrician reading at McGill, Western, University of London, and Cambridge University, I am convinced that the existing statistics behind the studies already done should be sufficient to cause people who can understand such mathematics to realize that something extraordinary that we do not understand from the physical and medical sciences is going on in the neighbourhood of cell towers. Similar math applies to homes with WIFI left on 24/7. 
So what are we to do. People on their own will almost unanimously vote to have cell towers much too close to their homes and places of activity. That is an undeniable fact and nothing you or I can do will change people's minds.
The consequences, however, are very different. Cellular tower radiation impacts the bodies of living creatures to slow down processes of regeneration and in many cases to actually stop necessary cell transformations and regeneration of microbial populations living within the human and plant organisms. In Colorado, we find that trees to not produce the same vegetative volume or rebirth. So over time we see a broad spectrum effect on life of animal, microbial and plant forms. Why?
My best explanation is that is results from the overwhelming amount of information passed in bursts from cell towers and WIFI along channels of communication used in life processes at the cell and molecular levels. We certainly do not understand these processes.
But, there is a simple statistical test. Build a cell tower alongside a high rise building and the cell tower too close. Count the incidence of disease around the arc of the cell tower antennas relative to areas below and above that are away from the radiation. What you will find is clear observable evidence over time that something extremely dangerous to health is going on and is a contributor to the disease creation in those near or closer to the radiation. How close is safe? That depends on how long you are willing to wait. Such studies that have been done are universally frightening in their implications, given the strength of the communications industry, the rewards processes in play, the insider government influence, those 'bribed' to speak on the industry's behalf, the mental discounting of long-term costs to those vulnerable to a broad spectrum of diseases, the lack of government money for basic medical research, and the unwillingness of the press to prioritize and seriously investigate the issues and risks to health and living organisms from cell tower radiation, the minimization of the voices of those advocating measures to mitigate real health risks, the targeting of vulnerable groups in the marketing of cellular devices (infants, teenagers, elderly, uneducated, those scientifically illiterate, the gullible addicted users).
In a similar vein, we know that many people started smoking in their teens, but are now decidedly dead from cancer in their mid-fifties. So wait thirty years and most people will finally be convinced. It won't be you and me. It will be the children of our grandchildren.
Is that the sort of risks we wish to give to our loved ones?
Cell towers are far more dangerous than cigarettes because they act on a broad spectrum of living processes. This means they contribute to multiple health problems simultaneously in ways you or science won't understand for another century.

We had every expectation that the Civil Lawsuit would be certified by the judge as a Class Action in early summer, 2014. However, BC Hydro (read BC Liberals) are using every legal tactic possible to delay Class Action certification in the hopes that people will lose interest, be intimidated by ongoing harassment tactics and unfair interim opt out fees into taking a microwave smart meter. The judge was agreeable to a quick certification hearing that could have been accomplished in one day, however, BC Hydro's lawyers insisted on five days of hearing using expert testimony on health issues relating to electrosensitivity. The first opening that the judge had available for a full week of hearings was in January of 2015, and so this is now the date set for certification of the class application to commence.

Demanding expert testimony in a certification hearing is very unusual and definitely one of the roadblock tactics being used by BC Hydro (BC Liberals) to subvert democratic process and discourage people from fighting for their rights. BC Hydro is attempting to confine the hearings to discussions on health, whereas the legal challenge we are bringing is based on Charter rights, with health and rights of autonomy within the residence or business springing from the freedoms and rights enshrined in our Charter. Section 7 of the Charter confirms that we have the right to live safe and free without intrusion by government. This is the last thing that BC Hydro (definitely read BC Liberals here) wants brought to the fore - that the abusive "Clean Energy Act" is a violation of our Charter rights.

Fortis BC used Exponent as their expert in the BCUC hearings, and it is most likely they will be used by BC Hydro in the certification hearing also. As David Michael says in his book, "Doubt Is their Product", this company has made a reputation for itself all right, but not in a way that should please organizations of integrity. Exponent is known as a product defense business for cell industry, the asbestos, the petroleum, the tobacco, the beryllium, and the lead industries, as well as defending automobile industry against crashes. Exponent has also mounted defence for MTBE, a highly noxious gasoline additive, and the herbicide atrazine, following their lucrative path of defending dangerous chemicals and environmental pollutants.

BC Human Rights Class Action 
This Class Action was approved and accepted by the BC Human Rights Tribunal and is supported by medical doctors' letters for their patients with electrosensitivity. While this Human Rights Action was restricted to persons with electrosensitivity, we encourage others to file their own Human Rights complaints: these are people who have other health conditions which require removal of microwave radiofrequency radiation devices from their home in order to maintain their health, and they do so with the support of a medical doctor advising same (MS, heart conditions, medical implants, deep brain implants, seizures, epilepsy, cancer, etc.)

When the BC Utilities Commission filed their decision with respect to the the Fortis Smart Meter Hearing and Opt Out Decision, they stated that their decision complied with the Human Rights Act. BC Hydro leapt upon this chance to use the BCUC statement as evidence before the Human Rights Tribunal to dismiss our claim. CST disagreed with the BCUC making such a statement, and so filed a Request for Reconsideration with the BC Utilities Commission regarding their statement that the Smart Meter Program did not violate the Human Rights Act. CST stated that the BC Utilities Commission has no jurisdiction to make a decision under the Human Rights Act. After submissions on the matter were requested from all intervenors, it was formally agreed in writing that the BC Utilities Commission was in error in this statement, and they, in fact, do not have the jurisdiction to make any decision or statement under the Human Rights Act. CST then submitted this evidence to the Human Rights Tribunal in rebuttal to BC Hydro's attempt to dismiss, and the matter is sitting with the BC Human RIghts Tribunal for a decision.

What is interesting is how much the BC Liberals are willing to invest to keep people from feeling safe in their homes, even when those people have medical advice requesting relief on serious health grounds. Shame on them.

None of our ongoing efforts are possible without your support - we are continuing as volunteers with all funds going into the legal fights and we thank you most sincerely for your support which allows us to represent you. Even if you have been forced against your will to take a smart meter, or if you have changed your mind and want one removed, know that a win in court or the human rights tribunal will be a win for everyone, bringing democratic choice back into power, not underhanded manipulation and corruption.

BC Utilities Hearings on Opt Out Charges
We have been participating in the BC Utilities Hearings ongoing, and encourage those with analogue or non-RF smart meter to wait for the decision on opt out charge which we expect in the coming weeks. We can look to the Fortis decision by the BCUC which allowed Fortis to charged $9 per month, $18 bi-monthly, for a non-RF smart meter which choice is available to all its customers without discrimination, residential or commercial. While we believe that real choice must include the safe and secure analogue meter, we can look to this decision to gauge the kind of opt out fee which BC Hydro will be allowed to charge. We believe that the $35 monthly fee was set at such a high rate specifically to intimidate and remove as much opposition as quickly as possible. BC LIberals are expert at manipulating the public and finding ways to avoid real democratic process in the pursuit of their nefarious goals. We expect that those who have paid the $35 extortion fee/blackmail payment will receive a credit or refund once BCUC sets the actual rate in the near future.
