Abstract
OBJECTIVES:
This article describes interaction of the Earth's mass-electrolytic conductor on the electrical environment of human organism-aqueous environment and skeleton. In this environment, bioelectrical and bioenergetical processes take place.
METHODS AND SUBJECTS:
Measurements of electric potential on tongue, teeth, nails, and in venous blood in subjects earthed and unearthed were conducted in Faraday's cage with the use of an electrometer placed outside the cage. Measurements were performed in subjects in lying position and in movements of standing up and lying down.
RESULTS:
In the unearthed human organism in the lying position, electric potential measured in examined points is around 0 mV. Contact of the Earth by a copper conductor with a moistened surface of the human body evokes a rapid decrease of electrostatic potential on the body and in venous blood to the value of approximately -200 mV. This effect is immediate and general. Interruption of contact with the Earth causes a rapid return of the potential to its initial values in examined points. Changes in electric potential measured in venous blood and on mucosal membrane of the tongue reflect alterations in electric potential of the aqueous, electrical environment. Up-and-down movement of the insulated human organism causes transient changes in potential in the human electrical environment. During the same movement, values of potential in the electrical environment of an earthed human body remain constant.
CONCLUSIONS:
These results indicate that up-and-down movement and the elimination of potentials in the electrical environment of the human organism by the Earth's mass may play a fundamental role in regulation of bioelectrical and bioenergetical processes. The Earth's electromagnetohydrodynamic potential is responsible for this phenomenon.
The Philippines plans to roll out free Wi-Fi to nearly 1000 cities by November, the Department of Science and Technology (DOST) has said.
This week it tendered for the PHP 1.408 billion (US$31.6 million) project to set up Wi-Fi hotspots in 997 cities.
Town plazas and parks, public schools and universities, libraries, government hospitals, train stations, airports, city halls and central government offices will all have free Wi-Fi, according to the Terms of Reference for the project.
Up to 105,000 users will be able to access the Wi-Fi at any one time, surfing at speeds up to 256 Kbps.
Citizens will be able to use a government-supplied digital ID to login to the Wi-Fi. Foreigners can register their passport number to get a username and password delivered to them via email or SMS.
Citizens verified through digital IDs will be able to use up to 3GB of data per month, while those using passports or other government ID can use up to 2GB per month.
The government aims to complete the project by November with higher priority for lower-income cities.
While the DOST’s ICT Office will lead the project, a steering committee with 15 other agencies will coordinate the project. These include the Departments of Tourism, Trade and Industry, Health, Budget and Management, Education, and the Metro Manila Development Authority.

L.A. school district demands iPad refund from Apple
The Los Angeles Unified School District is seeking to recoup millions of dollars from technology giant Apple over a problem-plagued curriculum that was provided with iPads intended to be given to every student, teacher and administrator.
To press its case, the Board of Education on Tuesday authorized its attorneys in a closed-door meeting to explore possible litigation against Apple and Pearson, the company that developed the curriculum as a subcontractor to Apple.

PLUMAS-SIERRA RURAL ELECTRIC COOPERATIVE ACTED ILLEGALLY WHEN IT CUT OFF ELECTRICITYTO HART FAMILY
QUINCY, CA — A utility cooperative in rural Northern California has been ordered by Plumas County Superior Court Judge Janet Hilde to:
“…cancel the opt out fee and monthly fee for reading the analog meter, allowing Plaintiff (StopSmartMeters.org Director Josh Hart) to self-read the analog meter.”
The decision last week comes 14 months after Plumas Sierra Rural Electric Cooperative (PSREC) cut the electric wires to the Hart household in February 2014 though the family have paid for their full electric usage minus the illegal “opt out” fees. During that time, they have been living without electricity in an all-electric home in the Sierra Nevada mountains, without either a fridge or hot running water, depending on a wood stove for heat, cooking, and heating water. The family is continuing to hold out and have refused to sign PSREC’s proposed agreement that would have traded Mr. Hart’s silence about the dispute over the utility’s hazardous smart meters for restoration of electricity service. “We refuse to be extorted, coerced, or silenced,” says Plaintiff and veteran anti-smart meter organizer Josh Hart. “It’s about time PSREC is held to account for its flagrant violations of disability rights. The court’s decision has vindicated our standing up to the utility and confirmed that PSREC is indeed violating the law. They must obey the law and reconnect services.”

In the small claims court case brought by Mr. Hart in March, Judge Hilde found that PSREC and its General Manager Bob Marshall violated state discrimination law. The fees: $141 to start and $15/ month to use an analog meter, were found to be illegal under CA law as the utility levied a fee for what they knew was a simple accommodation of a physician-confirmed functional impairment, or disability — the removal of RF emitting equipment from the premises.
Judge Hilde’s decision states:
“Plaintiff presented the court with a letter from his physician, stating that he has a condition, Electromagnetic Field Hypersensitivity, which causes him to suffer from headaches and other medical symptoms when exposed to radio frequency from smart meters. Plaintiff also provided the court with copy of the California Public Utility Code section 453(b) which provides in part: ‘No public utility shall prejudice, disadvantage, or require different rates or deposit amounts from a person because of ancestry, medical condition, marital status, or change in marital status, occupation, or any characteristic listed or defined in section 11135 of the Government Code’”
Though Judge Hilde has now ruled that the fees are illegal, and ordered PSREC to offer a self-read based electric service, General Manager Bob Marshall refuses to comply with the judge’s order, and is refusing to restore electricity to the home. Marshall and the PSREC Board of Directors say they plan to appeal the case. Hart asks, “Is it really in the public interest to spend ratepayer money on expensive attorneys to continue to refuse paying customers, unreasonably deny service, and defend illegal and discriminatory behavior?”

When Mr. Hart attempted to attend the annual meeting of the cooperative and vote in the election for directors in September, PSREC officials threatened him with arrest for “trespassing,” even though Mr. Hart was at the time a member and received an invitation to the event. “PSREC is retaliating against us for speaking the truth about their hazardous metering systems. Their continued refusal to reconnect our home, even in the face of community pressure and a judge’s order is petty and vindictive, and is only driving more attention to an issue they’d probably prefer to sweep under the rug.”
This is not the first time that local courts have sided with smart meter radiation poisoning victims. In 2012, a small claims judge in Santa Ana ruled that So Cal Edison replace an analog meter on the home of a woman who was made sick by the new wireless “smart” meter (see download below). A woman in Santa Cruz County settled out of court with PG&E after she brought a small claims case for reimbursement for thousands of dollars spent to shield her apartment against radiation that was causing tinnitus and other health problems.

This legal victory for the Harts and the broader Stop Smart Meters! movement contributes to the ongoing erosion of the legitimacy of smart meter “opt out fees” nationally. Earlier this week, the Arizona Corporation Commission voted to suspend such fees statewide, while legislation in the state of Vermont already prohibits such fees. “The fires, the health problems, and the recent simultaneous explosion of hundreds of smart meters in Stockton point to the fact that we should be abandoning the entire ill-conceived system — not just be dropping the fees. Charging for the use of safe and secure analog meters, and disconnecting paying customers is a violation of the law and community moral standards,” stated Hart.
PSREC has until May 7th to file an appeal.

Abstract
This review considers a paradigm shift on microwave electromagnetic field (EMF) action from only thermal effects to action via voltage-gated calcium channel (VGCC) activation. Microwave/lower frequency EMFs were shown in two dozen studies to act via VGCC activation because all effects studied were blocked by calcium channel blockers. This mode of action was further supported by hundreds of studies showing microwave changes in calcium fluxes and intracellular calcium [Ca2+]i signaling. The biophysical properties of VGCCs/similar channels make them particularly sensitive to low intensity, non-thermal EMF exposures. Non-thermal studies have shown that in most cases pulsed fields are more active than are non-pulsed fields and that exposures within certain intensity windows have much large biological effects than do either lower or higher intensity exposures; these are both consistent with a VGCC role but inconsistent with only a heating/thermal role. Downstream effects of VGCC activation include calcium signaling, elevated nitric oxide (NO), NO signaling, peroxynitrite, free radical formation, and oxidative stress. Downstream effects explain repeatedly reported biological responses to non-thermal exposures: oxidative stress; single and double strand breaks in cellular DNA; cancer; male and female infertility; lowered melatonin/sleep disruption; cardiac changes including tachycardia, arrhythmia, and sudden cardiac death; diverse neuropsychiatric effects including depression; and therapeutic effects. Non-VGCC non-thermal mechanisms may occur, but none have been shown to have effects in mammals. Biologically relevant safety standards can be developed through studies of cell lines/cell cultures with high levels of different VGCCs, measuring their responses to different EMF exposures.
The 2014 Canadian Report by a panel of experts only recognizes thermal effects regarding safety standards for non-ionizing radiation exposures. Its position is therefore contradicted by each of the observations above. The Report is assessed here in several ways including through Karl Popper's assessment of strength of evidence. Popper argues that the strongest type of evidence is evidence that falsifies a theory; second strongest is a test of "risky prediction"; the weakest confirms a prediction that the theory could be correct but in no way rules out alternative theories.
All of the evidence supporting the Report's conclusion that only thermal effects need be considered are of the weakest type, confirming prediction but not ruling out alternatives. In contrast, there are thousands of studies apparently falsifying their position. The Report argues that there are no biophysically viable mechanisms for non-thermal effects (shown to be false, see above). It claims that there are many "inconsistencies" in the literature causing them to throw out large numbers of studies; however, the one area where it apparently documents this claim, that of genotoxicity, shows no inconsistencies; rather it shows that various cell types, fields and end points produce different responses, as should be expected. The Report claims that cataract formation is produced by thermal effects but ignores studies falsifying this claim and also studies showing [Ca2+]i and VGCC roles. It is time for a paradigm shift away from only thermal effects toward VGCC activation and consequent downstream effects.
There has been a literature reporting various non-thermal effects of microwave/radiofrequency radiation exposures starting with the Soviet literature in the 1950s. Subsequently, there have been thousands of international published studies reporting non-thermal or what are sometimes called micro-thermal effects producing therapeutic responses, changes in calcium fluxes and signaling, increased oxidative stress, and a wide variety other health-related responses in humans and animal models. Nevertheless, there has been a series of medical reports, arguing that only thermal effects need be considered when setting guidelines or safety standards for microwave electromagnetic field (EMF) exposures. These have been based mainly on two types of arguments:
That there cannot be any biophysically viable mechanism for any such non-thermal effects and therefore that reports of such effects should be viewed with great skepticism.
That there are many “conflicts” or “inconsistencies” in the literature which according to these reports, justify rejection of the various thousands of publications showing apparent non-thermal effects.
The focus of this review is to consider whether it is time for a “paradigm shift” away from strictly thermal effects toward non-thermal effects. Specifically, it is focused on the recent finding that most, possibly all non-thermal effects can be produced by microwave activation of voltage-gated calcium channels (VGCCs). It is also focused on the 2014 Report of the Canadian Panel of Experts on Safety Code 6 as the most recent and therefore up-to-date summary of the evidence supporting the strictly thermal point of view ... Brief Overview
Havas’ recent review (80) discusses 14 different documents prepared by international scientists (dated 2002 through 2012) expressing deep concern about various non-thermal effects of microwave radiation exposures and other studies have expressed similar views. W.R. Adey’s papers (6, 21) reviewed much of the then current evidence for many non-thermal effects of microwave radiation. But his prescience is most clearly shown by his statement that “Collective evidence points to cell membrane receptors as the probable site of first tissue interactions with both extremely low frequency and microwave fields for many neurotransmitters, hormones, growth-regulating enzyme expression, and cancer-promoting chemicals. In none of these studies does tissue heating appear to be involved causally in the responses” [italics added, from a talk at the Royal Society of Physicians, London May 16–17, 2002, quoted in ref. (81)]. The recent Herbert and Sage review (81) discusses “the emergence of ever larger bodies of evidence supporting a large array of non-thermal but profound pathophysiological impacts of EMF/RFR in transforming our understanding of the nature of EMF/RFR impacts on the organism.” In a second paper (82), Herbert and Sage state that “Our EMF/RFR standards are also based on an outdated assumption that it is only heating (thermal injury) which can do harm. These thermal safety limits do not address low-intensity (non-thermal) effects. The evidence is now overwhelming that limiting exposure to those causing thermal injury alone does not address the much broader array of risks and harm now clearly evident with chronic exposure to low-intensity (non-thermal) effects.” The Khurana et al. review (83) states: “The authors reviewed more than 2000 scientific studies and reviews, and have concluded that: (1) the existing public safety limits are inadequate to protect public health; (2) from a public health policy standpoint, new public safety limits on further deployment of risky technologies are warranted based on the total weight of evidence. A precautionary limit of 1 mW/m2 was suggested ….” The Scientific Panel on Electromagnetic Field Health Risks listed four well-documented central conclusions at the beginning of their publication (77):
Low-intensity (non-thermal) bioeffects and adverse health effects are demonstrated at levels significantly below existing exposure standards.
ICNIRP and IEEE/FCC public safety limits are inadequate and obsolete with respect to prolonged, low-intensity exposures.
New biologically-based public exposure standards are urgently needed to protect public health worldwide.
It is not in the public interest to wait.
Canadian Panel of Experts do not cite these papers or others providing clear and focused views that contradict the views advocated in the Report, showing again that the Report fails to provide an objective assessment of the scientific literature. The current paper adds a number of specific considerations to the needed debate:
VGCC activation produces most, possibly even all microwave and lower frequency EMF health-related responses. Each of the studies on VGCC activation or on changes in calcium fluxes and signaling following low level exposure clearly falsifies the thermal/heating paradigm.
This VGCC activation mechanism by low level microwave and lower frequency fields, rather than individual photons, is biophysically plausible based on the special properties of the voltage sensor and its localization to lipid region of the plasma membrane.
Downstream effects of VGCC activation (Figure 1) can generate each of 13 different health effects repeatedly found to be produced by microwave exposure (Table 1).
Studies document roles of pulsation in influencing biological responses to microwave exposures, influences that are incompatible with these being produced by heating.
“Window” effects occur, where specific intensities of microwave EMF exposure produce higher biological effects than those produced by both lower and higher intensities, observations incompatible with heating effects.
Thousands of studies have reported biological effects at intensities well within safety standards, each of which appear to falsify the heating/thermal paradigm, none of which have been considered in this light by the Panel of Experts, despite the scientific requirement to do so under well-accepted scientific principles.
The claims in the Report that microwave induction of cataracts is produced by heating has been tested in three studies, each contradicting this claim; two of them produce clear falsification, but none of these three studies are cited in the Report. Because VGCC activation can cause cataracts and elevated [Ca2+]i has essential roles in producing cataracts, a VGCC mechanism for microwave-induced cataracts is much more strongly supported than is the claimed heating mechanism.
The claim in the Report of widespread “inconsistency” in the literature is tested here through examination of the literature cited on genotoxic effects. No inconsistencies were found in this literature despite the Report claiming such. Furthermore, no identical studies are cited anywhere in the Report showing inconsistency of results, these being the only types of studies that can clearly show inconsistency. Claims of widespread “inconsistency” or “conflict” in the literature must be viewed as, at best, undocumented.
Each of the 8 considerations listed immediately above clearly show that the Report fails to provide anything resembling an objective assessment of the evidence on biological effects of microwave EMF exposures and provides therefore no scientifically valid support for Safety Code 6, ICNIRP or other current safety standards.
Development of biologically-based safety standards has been called for and approaches to using cell culture-based tests that may be used to develop such safety standards are discussed.
It has been clear for a long time that the heating paradigm is indefensible and that a new paradigm is much needed. We now have that with VGCC activation, and while VGCC activation may not be the entire story behind the biological actions of such EMFs in humans and other mammals, it clearly is most of the story. It is time therefore for a paradigm shift away from strictly thermal effects and toward a central role for VGCC activation in the cellular response to microwave and lower frequency EMFs.

In the opening plenary session, Kurt Straif, the head of the Monographs Progam at the International Agency for Research on Cancer (IARC) of the WHO will raise the question, "Should IARC's Classification of RF-EMF Invoke the Precautionary Principle?."
Kenneth Foster, a Professor of Bioengineering at the University of Pennsylvania who has been discussing EMF issues since 1971, will argue, "A Case for Precaution in the Application of the Precautionary Principle."
The rebuttal, "The Precautionary Principle Should be Invoked for RF-EMF," will be provided by Christopher Portier, former Director of the National Center for Environmental Health and the US Agency for Toxic Substances and Disease Registry at CDC. Prior to his work at CDC, Dr. Portier was the Associate Director of the National Institute of Environmental Health Sciences at NIH and Associate Director of the National Toxicology Program. Dr. Portier served as the CDC expert on the 31-member IARC expert working group that declared radiofrequency radiation "possibly carcinogenic" to humans in 2011.

Lloyd's of London Stops Providing Insurance Coverage on RF/EMR Claims
Lloyd's of London, one of the world's largest insurance providers, published an "Emerging Risks Team Report" about wireless radiation in 2010. At that time, they compared the risk of electromagnetic radiation to asbestos, but was not ready to act on it yet. This year, as of February 2015, they finally discontinued all coverage for claims of damages and illnesses associated with electromagnetic radiation.
"This exclusion applies regardless of who manufactured, produced, sold, owned or controlled the transmission sources, transmissions lines, property or equipment that causes or is alleged to have caused the injury or damage."
Insurance companies have sophisticated risk assessment processes and do not take the addition of an exclusion lightly. The issue of electromagnetic radiation has escalated over recent years and they finally come to this change in policy. The other excluded substances on the list are toxic mould, asbestos and nuclear.
The potential for legal liabilities can increase exponentially when insurance companies start excluding coverage.
California Medical Association Adopted Resolutions for Stronger Wireless Communication Safety Standards December 7, 2014 Dr C.L.Russell: "The non ionizing microwave radiation from wi fi routers, ipads, cell phones and cell towers has been thought to be harmless until the last few decades as a rapidly growing body of peer reviewed research has shown very troubling biological and health effects from even low levels of exposure. The studies have shown negative effects on cell structures, brain function, animals, and plants. Many experts feel this is a looming public health problem as the use of wireless technology swiftly rises in our homes, offices and schools. Julie Lynn Evans has been a child psychotherapist for 25 years, working in hospitals, schools and with families, and she says she has never been so busy. “In the 1990s, I would have had one or two attempted suicides a year – mainly teenaged girls taking overdoses, the things that don’t get reported. Now, I could have as many as four a month.”
The floodgates of desperate youngsters opened, she recalls, in 2010. “I saw my work increase by a mad amount and so did others I work with. Suddenly everything got much more dangerous, much more immediate, much more painful.”
“Something is clearly happening,” she says, “because I am seeing the evidence in the numbers of depressive, anorexic, cutting children who come to see me. And it always has something to do with the computer, the Internet and the smartphone.”

Tumor promotion by exposure to radiofrequency electromagnetic fields below exposure limits for humans

"We could confirm and extend the originally reported findings. Numbers of tumors of the lungs and livers in exposed animals were significantly higher than in sham-exposed controls. In addition, lymphomas were also found to be significantly elevated by exposure... Since many of the tumor-promoting effects in our study were seen at low to moderate exposure levels (0.04 and 0.4 W/kg SAR), thus well below exposure limits for the users of mobile phones, further studies are warranted to investigate the underlying mechanisms. Our findings may help to understand the repeatedly reported increased incidences of brain tumors in heavy users of mobile phones."

Why children absorb more microwave radiation than adults: The consequences

Conclusions: The risk to children and adolescent from exposure to microwave radiating devices is considerable. Adults have a smaller but very real risk, as well.
(1) Children absorb greater amount of microwave radiation (MWR) than adults;
(2) MWR is a Class 2B (possible) carcinogen as is carbon black, carbon tetrachloride, chloroform, DDT, lead, nickel, phenobarbital, styrene, diesel fuel, and gasoline. It seems clear that we would not expose children to these other agents, so why would we expose children to microwave radiation?
(3) Fetuses are even more vulnerable than children. Therefore pregnant women should avoid exposing their fetus to microwave radiation.
(4) Adolescent girls and women should not place cellphones in their bras or in hijabs.
(5) Cellphone manual warnings make clear an overexposure problem exists.
(6) Wireless devices are radio transmitters, not toys. Selling toys that use them should be banned.
(7) Government warnings have been issued but most of the public are unaware of such warnings.
(8) Exposure limits are inadequate and should be revised such that they are adequate.
New Study, China: Generation of infant anatomical models for evaluating electromagnetic field exposures

"Realistic anatomical modeling is essential in analyzing human exposure to electromagnetic fields... Significant differences in the physical and anatomical features between adult and child models demonstrated the importance of creating realistic infant models. Current safety guidelines for infant exposure to radiofrequency electromagnetic fields may not be conservative."
